MWAN, the regulatory body, issues licenses to all waste management entities and recycling facilities, ensuring compliance before granting permits.
  • While US exporters are not mandated to engage local agents to sell to Saudi companies, they are strongly advised to navigate business opportunities and import regulations and identify sales prospects, especially in the public sector. Saudi Arabia's Procurement Law, overseen by the Ministry of Finance, governs all government procurements, including those by MWAN. The ministry administers the centralized procurement portal, Etimad.
  • Aligned with Vision 2030, the NCP aims to privatize sectors, including waste management under municipalities. By 2040, Saudi Arabia aspires to divert 90% of its waste from landfills, targeting a recycling rate of 40%, composting at 31%, and energy conversion from waste at 16%. For instance, in July 2023, Aramco, Total Energies, and Sabic successfully converted oil derived from plastic waste into ISCC+-certified circular polymers. This innovative process tackles the challenge of recycling non-sorted plastics, which are often difficult to recycle mechanically, thereby addressing the issue of end-of-life plastics.
